It depends what version of oracle you're using and platform.

On Oracle 7 / 8 it will be in

NT: d:\orant\database
UNIX: $ORACLE_HOME/dbs

with 8i it will be in

NT: oracle_home\admin\sid_name\pfile
UNIX: $ORACLE_BASE/admin/sid_name/pfile
