problem with server manager

we have 2 Oracle (7.3.4) instances A and B on a NT 4.0 server. What I like to do is shutdown or startup instance A using the Oracle server manager.

The instance A is not running. To set the correct Oracle sid I execute the following command in the dos box

set ORACLE_SID=A

and started the oracle server manager. I can connect as sysdba. But when I say

startup mount exclusive

I get the ora-01012 error not logged on. I did these commands many times before when Oracle was running under VMS or Unix. And it works when Oracle >= 8.0 is running under NT.

Please help me find the error...
