Oracle Designer on Win2000 - Install problem (?)

Recently received my new desktop w/Win2000 load and I am trying to get
Oracle Developer installed.  The install starts then poof!  It's gone.  No
error messages or anything indicating there is a problem.  I have tried
using our local MAINT account and I am an Administrator on this machine.



The machine has Oracle7 (7.3.4 client) and I just de-installed Oracle8i
client (knowing that Oracle Developer will toss in Net80 stuff and I will
reinstall the 8i client later).



Ideas?  Suggestions?
