Web DB error HELP!

I am trying to access WebDB through the web. I have no problem getting in through SQL Plus. When I load the name:

http://<server-name>:<port>/pls/portal30/

I get the error:

Call to WPG_SESSION API Failed.
Error Code: 6550

I am logged in as portal30 user, portal30 password and the correct connect String, wich is ok in SQL Plus.

Any one have any ideas?
