IO error installing 8.1.6 NT

Today I tried to install 8i EE 8.1.6 on my NT 4 SP4 server (320Meg RAM). I get the following error:

I/O error reading c:\TEMP\OraInstall\temp1188

The InstallActions log contains the following lines about this event:

Exception thrown from action: copyGroupFromJar Exception Name: IOException3
Exception String: I/I error while opening or reading file c:\TEMP\OraInstall\temp1188
Exception Severity: 2

The file (temp1188) did not exist prior to the install, and DOES exist at the time the error message is displayed, and I am able to open it with notepad. There is no shortage of disk space, and 8.1.5 installs just fine.

Any ideas?
