I just ran into the same problem....and was able to resolve it after reading the responses ..it jogged my memory.

in 8.1.5 there are apparently " two " export utilities

  1. exp <--- for making export dumps from: 8.1.5 to : 8.1.5

and

b) exp80 <-- for making export dumps from: 8.1.5 to : 8.0.5

I tried a) and got the same error

then ,
i tried b) and was sucessful dumping from 8.1.5 -> 8.0.5
