Oracle has renamed oracle.mk to ins_rdbms.mk. I ran into the same problem recently configuring Perl:DBD.

You may also encounter the LIBCOMMON problem with genclntsh. Just comment out the line beginning with the "ar" instruction in the LIBCOMMON section of genclntsh and the remake genclntsh by reexecuting it and all should be well.
