The first and best place to start is with the Oracle Concepts manuals. These can be seen from the oracle TechNet site.

I would then download the oracle 8 personal edition or whatever version you are able to evaluate from the TechNet site. Install this and let it create a starter database for you.

You can then start to play and learn Sql, sqlplus and plsql (get the documentation for each of these as you require them)

You can then move on to administration. You should learn how to create databases, manage users, backup and recover databases. Again there is documentation available on each of these topics.

Try out the test examples available on the oracle website.

take and pass your OCP.

You should then look for a junior DBA position. Believe me, there is nothing like actual working experience of managing databases on a day to day basis to make you realise how little you actually know. You can read all you like but it will never be able to replace actual experience of how the database operates in the real world !
