listener.ora is under E:\Oracle\Ora81, tnsnames.ora and sqlnet.ora are under E:\Oracle\WebDB.

Aren't these two distinct oracle homes?

Done and rebooted: it looks like nothing has changed.

Yep, it is.

It's OracleServicePLURIMED (both before and after the changes). I guess this is because the SID value in the registry is still plurimed, isn't it?

How about my ini file (pfile)? Could it be the culprit? I'm not even sure about which one is actually in use:
