You can try this :

 Solution 1:

  select role name, name
  from PART
  where fk_proceednumber0 in (select number0

                              from PROCEED
                              where last_timestamp < sysdate);

 Solution 2:

  select role name, name
  from PART p, proceed d
  where p.fk_proceednumber0 = d.number0
  and d.last_timestamp < sysdate;
