Redo Space Wait Ratio

I am not a DBA and have only been working with Oracle for a short time. Most of my experience lies with SQL server. I am using a developer tool called TOAD. There is a screen that displays server statistics. On this screen there are a series of "idiot" lights. Two of the are lit up.

Redo Space Wait Ratio
and
Chained Fetch Ratio (PCTFREE too low for table)

My question is, what would these warnings mean and where would I look to fix them? Any help would be greatly appreciated.
