You need SYSDBA privilege, not DBA privilege for this. Apparently your init<sid>.ora parameter remote_login_password_file has been set to none, which means internal is the only user with SYSDBA privilege. It needs to be set to shared to make sure SYS is receiving SYSDBA privilege, and exclusive when you want to be able to grant any user SYSDBA privilege.
