Minimal set of Oracle files to enable OCI lib usage

Our local Oracle expert says this question is not doc'd anywhere. I hope he is mistaken.

I am creating a troubleshooting app and would like to wrap up a minimal set of Oracle files inside the executable. Just enough to let the app connect using OCI interface. Do I really need 40-50 MB of Oracle files to do this?

What's the minimal set for 8.*?

Any pointers greatly appreciated as I naively promised I could do this easily.
