You should consider using Oracle 8i (8.1.6) not 7.3. Oracle 7.3 will be de-supported by the end of the year. Since this is a new project, why not develop on the latest & greatest version?
The OS platform should be driven by your workload (and CFO's will say funding). How scalable do you want to be? What is your current skill set for supporting these platforms? Or are you going to hire to fulfill your skill set. Lots of questions drive the solution you are seeking, that's one reason why there are so many options.

All of these are good technologies and are used throughout the Internet development community. There are other technologies as well (Oracle Application Server, Perl/CGI, etc.) Again, what is your current skill set? Or are you going to hire to fulfill your skill set. If I have a shop filled with a bunch of Unix admins and people who know Coldfusion, then I'm likely going to stay away from Dreamweaver UltraDev and NT boxes.
I know I didn't answer any of your questions, but I hope I gave you some "food for thought".
