Dear

  There can be number of reasons , see which one is in your case

   1... Your Oracle database service might no running on the machine.    2... your Oracle Server may be in process of shutdown or in startup

        process.
   3....The SGA requires more space than was allocated for it.    4... The operating system variable pointing to the instance was

        improperly defined.

So check the above Scenarios and find out if your problem is due to one of the above reasons.
