ORA-12560 before database exists

 I've been attempting to setup a standby database on Windows 2000. At the point where I'm going into 'svrmgrl' to do a 'startup nomount', I get an ORA-12560 protocol adapter error. What is 'svrmgrl' doing prior to the connect to cause this error? If I set the SID back to an normal database, I don't get the error.
