It's true and not true.

the utl_file will run on your server (as all the pl/sql code). So any directory reachable by the server can be used, though I never tried NFS-mounted drive.
The other way around should definitely work: you make an NFS-mount of the drive designed by the DBAs for output, so you will have access to the output written on the server.
It looks like they either lack knowledge or are not very cooperative.
