ORA-12545: Connect failed - Why?

Good day,

I'm having a bit of trouble with Oracle Enterprise Manager 2.1.0.1.0 that causing me concern. All servers noted are Windows NT 4.0 SP5. I have a production server that has a single production database on it (Oracle 8iR2 Standard). I have a development server that has two databases: development and oem (Oracle 8iR2 Standard). From my workstation (Windows NT 4.0 Workstation) I am running the Enterprise Manager Console and logging into the management server running on my development box. I can connect to and manage the two databases running on the develepment box, but I get the above error when trying to connect to the production box. I *can* connect to the production database using sqlplus from either my workstation or the development server without problems. So why can't the console connect to that database? Which system is having the actual problem connecting: my workstation or the management server running on the development server?
