It is telling you that the header is not what it expects---that is, it is from a different ( and unknown to imp 8.1.5 ) version....Lower to higher will usually work, higher to lower rarely does....

try using the imp 816 utility to import, but ideally, go to the dev system and use the 8.1.5 version of exp to export...your imp should then go ok...
