I did succeed with my second attempt - scrapping all the Oracle products and starting from scratch!

After removing everything I installed Designer 6i ino default_home and then Oracle 8.1.6 into a different Oracle home. Everything went through perfectly - not a single error. Having been through it the second time I think that my problems were almost certainly caused by not taking enough notice of which Oracle home different products wanted to install into - if you have multiple Oracle homes then the one that the installer defaults to is often the wrong one.
