You have an installer with Y2K problems. You can download an updated installer at http://technet.oracle.com in the Utilities section. Alternatively you could deinstall Oracle the rough way:

- delete the c:\orant tree
- delete the hklm\software\oracle
- delete the services from the registry

(prior to wiping ORANT, using oradim80 -delete -service <name> should also work)
