Start with the basics. Obtain a working knowledge of unix. (linux is quite inexpensive) Learn SQL, then the principles of database administration. Order the trial software from oracle. (inexpensive too)

You can do all this from books and determination. Give yourself a year to acquire knowledge and experience on your own. You can post your questions in forums as this one.

Soon you will have enough knowledge to start doing oracle trainee work in your job. Few people will give you oracle training opportunity starting from zero. It helps if you can show something first.
