Connecting VB to oracle

I have an aplication in VB with ADO when i install it in a client with oracle software it woks fine, but when i install it in another client whitout client software it don't work, my question is what do i need to install in the client and if there something to put in the VB aplication setup that only the user must download the setup file and star using the program whitout the intervention of de administator to configure tnsnames.ora ,etc and where i can download that or find more info... thank's
