Oracle Server manager problem

Hi everyone

I am trying to run oracle server manager but when i try to connect to my database with one of my existing userid and password, it doesnt let me in it says tns: cant connec to the destination.

One other question is with my accounts how can i connect as sysdba and sysoper, when i try it doesnt let me in, but if i try with normal it works just fine. can anyone please tell me whats the difference between all of them thanks
