I have Global Names turned off.

Have not run those scripts. Do I need to run the ones in: ./u01/app/oracle/product/8.1.5/rdbms/admin/catrep.sql

or

./manager/rdbms/admin/catrep.sql

or doesn't it matter?

TNSPING of machine fine.
