I tried to install 8.1.5 on windows 2000, I got similar error when installer try to start listener, it just hang there. try "lsnrctl start LISTENER" manually, doesn't work too. from control panel, we can start the listner, but when I tried to create database, it gave error message: ora-12560:TNS: protocol adaptor error.
