when you install, click on 'All Products' which will allow you to select only those that you want. Then choose 'Oracle Networking Products, or anything that relates to sqlnet'. Once installed, you should be able to copy a sqlnet.ora and a tnsnames.ora file over from another machine, and you should be good to go.
