Under some circumstances I'd agree with you. In this case whatever hardware I have on the day that I install Oracle is all I'll ever have unless the customer agrees to an SOW addendum with attendent costs. If at all possible I'd like to justify the memory requirements based on an algorithm that I can present in a technical design document that is presented with an SOW.
