Creating LOV with Designer

How can you create a LOV of values on an item in designer.  What I want is a
list of lov that will list all the names already in the table so the user can
pick from a list during a query.  When I try to create a lookup item, it only
creates the lookup for foreign key fields.  Does anyone know
