I've used Toad for a week and like it so much I'm buying three seats for my department. I'm also getting the PL/Formatter from RevealNet. Some (most) of our SQL is truly aweful. We're having to replicate tables, functions and procedures between two development databases. I used to use SQL-Coder from Platinum. Toad has most of the features that I used from Coder. When things cool down a bit, I'll have to try the source code control features. The step-by-step debugger is very helpful.

One drawback I found today was the "Scripts" tab. If you have a lot of packages in your instance, Toad will do a string search on all the source it can find to locate the table name. I have to kill Toad with NT task manager when I do that. The scripts tab is right between the Constraints management tab and the statistics tab.
