T.O.A.D is good for allround
The PL/Sql-Editor has improved, But the TuningPropeties are very simple
For Instance-Tuning use Spotlight by the same company and an alternative PL/SQL-Only-tool which is very good you can download and try by www.allroundautomations.nl
An alternative Instance-tuningtool is tuscdba from www.tusc.com. The trial last for 3 Months!
