The naldflgs file contains flags and switches that are passed to the linker when an Oracle executable is linked. The file is located in $ORACLE_HOME/lib (note the difference in spelling).
As to what to do, if the message indeed says $ORAHOME rather than $ORACLE_HOME, I suggest setting the ORAHOME environment variable to $ORACLE_HOME and then trying the operation again.
