I'd start by checking ALL my tnsnames.ora and sqlnet.ora files. When installed in its own Oracle home, as it should be, OAS brings a lot of Oracle stuff along with it. OAS has its own RMAN for example. But what is important, is that OAS has its own tnsnames.ora and sqlnet.ora. These have to be configured like you did for your Oracle tnsnanmes.ora and sqlnet.ora. The OAS versions are probably version 8.0 so you may want to fall back on SIDs rather than service names.
