There was an article in the Java Developer's Journal Dec.1999 edition that gave some benchmarks of Java v PL/SQL, along with associated code.

The article can be downloaded from this site http://www.sys-con.com/java/index2.html

Bottom line is that significant improvements can be made using Java.
