Hi,

I also had a 'TNS: could not resolve service name' error (can't remember the error number though) running OEM2.0.4 & Oracle 8i EE on Win NT. To resolve the problem in NT I had to go into services under control panel manually start Oracle Management Server, then the error went away.

If OEM 2.0.4 is the demo downloaded from Oracle (thats the one I've got) then I think it's for NT only. Although they have just put on there web OEM 2.1 which ambigously states for Windows (doesn't say NT or Win98).
