RMAN 816 version - Can this be TRUE ??????

Background:

   An Oracle 816 database running on an NT server. A recovery catalog in the database created with the RMAN 816 executable on that server. The RMAN.config compatible column is 080106.

What I can do:

   Can connect to the catalog, drop a catalog, create a catalog, etc.

What I can't do:

   Cannot connect to any target database since they are versions 8.1.5 or earlier. (generates RMAN-06429 errors)

   Cannot decrease the compatibility level of the catalog (Oracle prohibits this).

What is hard to believe:

   Oracle support says this is the way the product has been (re)designed. RMAN 816 will not work with older databases even though no such limitation existed in RMAN 815.

   I have a hard time believing this because many organizations run multiple databases. Are they all supposed to be upgraded to 816 simultaneously? Are they supposed not to backed up until they are upgraded?

   What's the full story?
