The V_$ views are the real names of what is commonly referred to as the V$ views. The V$ name is really just a synonym. For example: V_$SQL is a view owned by SYS. After the view is created, a public synonym for it is created called V$SQL. Most people access this view by selecting from V$SQL. Since V$ is just a synonym, you can't grant privileges on it. So in order to grant privileges, you must sign on as SYS and grant privileges on the underlying V_$ view.
