Compared to what? It is certainly easier to learn Oracle than it is to learn how to be neurosurgeon, but it is harder to learn Oracle than it is to learn how to drive a car.

I think that anyone who is intelligent enough and persistent enough to graduate from college will find Oracle moderately difficult to learn well.
