I had a similar problem once when I tried to install WebDB on a box that was also running Oracle8i 8.1.5 and Oracle7 7.3.4. WebDB wouldn't let me create a new Oracle home, and it wouldn't let me install into any of the existing Oracle homes. I worked w/Oracle support, but never did resolve that particular problem.

When you get the new location field, are you typing in a subdirectory name? You're not leaving it blank are you?
