SYSOPER and SYSDBA are not users buy role levels that are by default available to the INTERNAL user accessed by the Oracle Owner by logging on as CONNECT / AS SYSDBA or CONNECT / AS SYSOPER.

The default user SYS also has the role but only active when logged on with the AS SYSDBA etc addition.

All other users need to be granted the role/privilage.

0600 error is a catchall for any error that Oracle has not handled more fully Usually you need to take the extra details it gives you and supply them to Oracle support for further explanation.
