First of all, I don't care much for the migration utility, so this is what I did.

This is simplified:
1. Make sure you have a good backup.
2. Install Oracle 8i. (assuming you are installing it on the same machine.)
3. Run the upgrade scripts.

I highly recommend reading the section in Getting Started manual for Oracle8i called:

"Upgrading an Oracle8 Database Release 8.0.x to 8.1.5"
