FTP

Is there a built in package(8i) that allows you to ftp bfile/blob data about the place. I have a developer who is coding a web solution and using ftp on file system files. ISTM that a cleaner solution might be to store the data in the database and ftp from there. soemthing along the lines of dbms_ftp.put_file(ftp_location,bfile_reference) would be nice
