Connecting developer 1.6 to Personal Edition 8i WIN98

I've installed Oracle Personal Edition 8i(8.1.5) for WIN98 on a stand aolone PC. (I've used all the defaults). I've have no problems connecting to the local default database, using SQL*PLUS 8.1.5 (without using database connect string). My problem is to connect Developer 2000 ver. 1.6 Forms runtime to my local instance. I get "ORA-3121 No interface-driver connected..." whatever I do.

Anybody got an idea of what I'm missing. I tried OTN, but only found references to Dev. 2.x. --
