Oracle doesn't answer: what to do?

Hi!
I've got Oracle 8.0.3 running on PC with Windows 2000. There were a lot of troubles when I installed db. Now it works, but I find difficulty in installing Oracle Web Application Server Developer's Toolkit PL/SQL packages. For example, when I run pubht.sql from owains.sql, this Oracle session deadlocks.
I kill this proc or try 'startup force', but the history is repeating in next session. Is there any possibility (any useful select * ...) to have a look in Oracle's dictionary to find the information about what is going on inside the Oracle db? Thanks, Klim.
