Can't install Developer 2000???

I just installed a new machine (NT Workstation w/SP6) and was trying to install the development package of Developer 2000 (2.0 for NT - just need Query Builder)

Anyways, as it installs the progress bar gets to a certain point and then just EXITS. Makes an icon and all but when I click on it, it gives me a BRW-15000 error; Message 15000 not found;No message file for product=BROWSER25, facility=BRW25.

Any ideas what is going on? Is it a Microsoft thing with Service Pack 6 and IE 5.0?

My SQL PLus, Enterprise Manager, etc work just fine though.
