There doesn't seem to be any indication in the Oracle documentation that the name of the link must coincide with the name of the sid. In fact, it would appear that the link can have any name as long as the the value provided to USING is a valid entry in tnsnames.ora.

Has anyone else enountered this problem?

I will mention this - the listener I have set up on the machine where the database exists in which I am creating the link does have both TCP and IPC listeners and I have MTS set up for both tcp and ipc - however, that shouldn't even enter into the picture since the only listener involved would be the one on the machine which has the database I am trying to access via the database link.
