User Exit in Oracle Applications forms

I am trying to modify a Property Tax Report that came with Oracle
Applications 10.7.  However, I keep running into the SWR.USER_EXIT that
calls FND.  I can find no information about this FND procedure but it
sure seems to do a lot.  Is there any information available or is this
some super-secret Oracle function?
