Oracle 8 NT Client: Wierdness with App's Icons' "Start in" Property

We are switching to Oracle 8.05 (from 7.3.3) and consequently are installing the Oracle client on on endusers' pcs. We have two apps using Oracle, Peoplesoft (tools version 7.05) and Business System Resources' (BSR) "Advance" product (version 3.2.2).

On NT pcs, we are seeing the following happen on some of them: These two apps cannot connect to their respective databases, getting ora 3121.

Now, we are running these through desktop shortcuts. IF we change the icon's "Start in" property and point it to the Oracle bin directory, all works well. As I said, this only happens on some machines, others work fine with a property pointing to the apps' installed folder.

Anybody have any idea as to what causes this? Is it ODBC? Some version of some DLL somewhere? Environment variable? Service Pack?
