Software required for creating an online auction

Hi,

I want to create an online auction.
I can't use an off the shelf solution as I have requirements that will distinguish the auction from the standard type.

What I want to know is what software must I have to accomplish this, and how long do you think it will take ?

I am an experienced programmer - but not with internet tools.

I have a trial version of Visual Interdev and personal oracle 8.

Is this enough to create a secure auction site ?

If so, what sort of transaction/query throughput will personal oracle be able to take ?

Obviously, when I'm earning millions, I will be able to upgrade to oracle server - or is this really a MUST to start with ?
