Orainst Exception error

I am trying to install Oracle 7.3.4 on NT 4.0 with Service Pack 4. I succesfully installed oracle developer 2000 but now when I try and install database 7.3.4 the orainst.exe falls over with an eception error.

I cannot de-install developer 2000 or install 7.3.4 as I keep getting this fatal exception.

Any suggestions, via e-mail, would be greatly appreciated appreciated.
